Countersigner Management - Verivend Prototypes

Allows LPs to manage countersigners after proceeding to signature — edit unsigned countersigners, resend signing emails, and view change history. Replaces the current manual developer workflow (Veriform DB update + DocuSign "Correct") with a self-service UI on the Onboarding Request detail page. Includes Veriform submission preview with full form data and signature block. See PMA-1418.
